Telangana will start the first phase of Rajiv Yuva Vikasam Scheme assistance on 19 November 2026, Deputy Chief Minister Mallu Bhatti Vikramarka said on 15 September. Phase one covers self-employment units costing up to ₹1 lakh. The application window closed on 14 April 2025, and I found no official notice of a new one.
The date matters because the scheme has been stalled for most of the time since its March 2025 launch. Below is what the state has actually said, how the subsidy works, who qualifies, and what people who already applied should do in the eight weeks before the start.

What the state announced on 15 September 2026
Bhatti Vikramarka spoke at Praja Bhavan in Hyderabad during a review of the SC and ST welfare departments, held with Social Welfare Minister Adluri Laxman Kumar. NewsMeter Telugu reported that he named 19 November as the start and told officials to speed up assistance of up to ₹1 lakh. The next day, TV9 Telugu reported that the money is meant to go straight into beneficiaries' bank accounts, and that details on eligibility and selection would follow.
Two things remain unconfirmed.
- The beneficiary list. I found no government order naming the first batch. Treat any "final list" circulating on social media or aggregator sites as unverified.
- What "₹1 lakh" means. In the headlines it looks like the unit-cost ceiling for phase one, not a ₹1 lakh payout. Under the subsidy slabs further down, the state's share of a ₹1 lakh unit is 90%.
This first phase is the same slice that was supposed to begin in 2025. Deccan Herald reported in May 2025 that proceedings for units up to ₹1 lakh were planned for 2 June that year.

Subsidy slabs: what the state pays and what the bank covers
The subsidy percentage falls as the unit cost rises. Deccan Herald reported the slabs as 100% up to ₹50,000, 90% up to ₹1 lakh, 80% up to ₹2 lakh and 70% up to ₹4 lakh. The bank share in the table is the balance under the scheme guidelines.

Minor irrigation units get a 100% subsidy under the guidelines.
Some pages still say the ceiling is ₹3 lakh. That was the figure in the launch-day report. The guideline slabs run to ₹4 lakh.
My reading is that a phase capped at ₹1 lakh is the cheapest slice for the state to fund. Most of it is subsidy with little bank exposure, and that is probably why it goes first.
Where the money comes from
Both ₹5,800 crore and ₹6,000 crore appear in coverage of the 2026-27 Budget, and both are right. The budget book lists ₹5,800 crore for Rajiv Yuva Vikasam. It lists a separate ₹200 crore line for retrofitting auto-rickshaws in the CURE area, which adds up to the ₹6,000 crore reported by Telangana Today.
That retrofit line is uncertain. After the Chief Minister said the state would bear the full retrofitting cost, Telangana Today reported doubt over how the earmarked funds will be used.
The state's own projection is 4.4 jobs per unit, from the All India Census of MSMEs. At five lakh units that comes to roughly 22 lakh jobs (Deccan Herald). This is a government estimate, not an outcome.
Who is eligible
These conditions come from the scheme guidelines. Confirm them on the official OBMMS portal before acting.
- A resident of Telangana, unemployed, belonging to the SC, ST, BC, minority or EBC/EWS category.
- Age 21 to 55 for non-agricultural units, counted as of 1 July. Agriculture and allied activities allow up to 60.
- Annual family income no higher than ₹1.5 lakh in rural areas or ₹2 lakh in urban areas.
- A financially viable unit from the approved list.
- One self-employment scheme per household within five years.
Selection gives preference to first-time beneficiaries, women, persons with disabilities, families of Telangana agitation martyrs and people with relevant skills. The state has cited a 25% target for women and 5% for persons with disabilities (Deccan Herald).
Credit history matters for bank-linked units. The 2025 announcement said a CIBIL score is essential.
Which businesses fit phase one
Each welfare corporation (SC, ST, BC/EBC, MBC, Minority, Christian Minority) has its own unit-cost list on the portal. These are sample entries at the two price points phase one is likely to touch:

Whether an applicant lands in phase one depends on the unit cost approved for them, not just the trade. Livestock units are a common pick. The central NLM scheme subsidy guide (in Hindi) explains a separate 50% route for livestock.

The 2025 process required the printed application and documents to go to the MPDO office in rural areas, or the Municipal or Zonal Commissioner's office in urban areas. Selected applicants complete Entrepreneurship Development Programme training before the unit is set up. Guidelines also mention post-setup support of six months to a year.
Once a unit is running, its owner may also qualify for e-Shram registration for unorganised workers, which is a separate central registration.
If you applied in 2025: what to do before 19 November
- Check that the mobile number and bank account you gave in 2025 still work. Reports say payment is intended to go directly to bank accounts.
- Ask at your mandal office or municipal office where you submitted the hard copy. If your application was registered, they can tell you your status.
- Do not pay anyone to "guarantee" selection. I found no official notice of a fee or an agent route.
- Watch the OBMMS portal and district notices for the official order. A government order will settle the questions above.

When will Rajiv Yuva Vikasam money be released?
The state has announced 19 November 2026 as the start of the first phase. How the money will be released and who gets it first have not been detailed publicly.
How much will I get in the first phase?
Phase one covers units costing up to ₹1 lakh. The state pays 100% of a unit up to ₹50,000 and 90% of a unit between ₹50,001 and ₹1 lakh. The headline figure of ₹1 lakh looks like the unit-cost ceiling, not a cash payout.
Can I still apply?

What if I am not eligible?
The central PM Mudra Yojana offers collateral-free loans to non-farm micro enterprises, in four bands from Shishu to Tarun Plus, which goes up to ₹20 lakh.
